I think this is an anti-pollution poster (but I'm not sure). I think Doraemon, an extremely popular cartoon character, looks slightly mavolent in this poster.

I think it's anti-polio poster. It's vowing to eradicate polio in 2005. Doraemon is going to help.

I saw the "porio" in katakana, but (as I often do) didn't make the connection with the English equivalent.
