I introduce about election.  Types of election is valuable.

Japanese First Election

Japan's first election under universal manhood suffrage saw, the proletarian movement coalesce into several political parties. A conflict, however, split the movement into the right and left wings. The Rodo Nominto (Labor-Farmer Party), or the Ronoto for short, had been formed in March 1926 (Taisho 15) and it split into the rightist Shakai Minshuto (Socialist People's Party) found in December 1926, and those who remained in the Ronoto. 

In the general election of 1928 (Showa 3), the proletarian political parties gained a total of eight seats, with the rightist Shakai Minshuto getting four, the leftist Rodo Nominto two, and the centrist Nihon Ronoto and another party one each..

Women received the right to vote in the new . Elections Electionsfor the House of Representatives are carried out every four years, and half of the House of Councillors is elected every three years. Upper House election campaigning sees official kick off

The official campaigning for the upcoming July 29 Upper House election began Thursday in Japan. It will be the first major Diet election since Prime Minister Shinzo Abe and his Cabinet were inaugurated in September last year, and political analysts have suggested the election will in effect be a vote of confidence, or as the case may be, no confidence, for Abe.

The outlook from the starting line is however rather bleak for Abe’s ruling coalition, consisting of his Liberal Democratic Party (LDP) and junior coalition member New Komeito – to ensure a majority in the upper house, the ruling coalition would have to grab 64 seats out of 121, but several opinion polls opinion pollsfor the past few weeks shown that the main opposition party, Democratic Party of Japan (DPJ), is taking the lead over LDP.

Japanese suffrage

In Japan Ichiwaka Fusae and other female activists established Fusen Kakutoku Domei ("Women's Suffrage League") in 1924. They succeeded in gaining the right to organize and attend political meetings, from which they had previously been barred. In the 1920s one of the two major political parties supported woman suffrage. The Japanese military took control of the country in the 1930s and quashed all democratic movements, including the movement for woman suffrage. After the Allied nations defeated Japan in 1945, Japanese feminists and female staff officers of the Allied Occupation cooperated in proposing that the new Japanese constitution should enfranchise women. They hoped that women would use the ballot to make the Japanese nation less warlike and that women would raise their children to believe in peace and democracy.

Former Prime Minister Abe was a successor of Former Prime Minister Koizumi.he was considered to be the person who could succeed Koizumi Administration, but was not able to leave a result. Members of the Diet

I intoduce theme "members of diet".  Members of diet is representive.  They play an important role in our daily life.

Members

The Japanese parliament is called the Diet. It consists ofThe House of Represntatives(480 members) and the House of Councilors (242 members). The members of the Diet are elected by the Japanese people. Famous members of Diet are Taro Aso ,Taizo SUGIMURA                              

Sessions of the Diet   

    There are three kinds of Diet sessions ordinary, extraordinary, and special. The Emperor convokes each session with the advice and approval of the Cabinet. An ordinary session of the Diet is usually convoked once a year in January with a term of 150 days. The Cabinet determines whether to convoke an extraordinary session. However, when a quarter or more of all the members of either house so demand, the Cabinet must convoke an extraordinary session. It is usual for one or two extraordinary sessions to be convoked from summer to autumn every year.

Self Defence Forces

What is the Self-Defense Force?

There are the armed forces called the Self-Defense Force in Japan. It is the Self-Defense Force in ostensibility, but, actually, is similar to the armed forces. Japan assumes that there are not the armed forces, but, actually, there are the armed forces named the Self-Defense Force. It is the self-defense of the country not to mention the role of the Self-Defense Force. The Self-Defense Force is a Japanese defense organization established on July 1, 1954. The Self-Defense Force belongs to the defense ministry. There are the Marine Self Defense Force, the Air Self-Defense Force, and the Ground Self-Defense Force in the Self-Defense Force. • History

• Japan Ground Self-Defense Force

The Ground Self-Defense Force is an organization equal to the army of many foreign countries. It is said that there are 150,000 people as for the number of the members at the maximum in the Ground Self-Defense Force. The Self-Defense Force is divided into 6 corps in the whole country. The garrison town has 160 places in the whole country. It is work to prevent the aggression from the foreign country. In addition, they perform wide support such as Hanshin Awaji great earthquake disasters rescue operation by a large-scale disaster and disposal of unexploded shells, participation to a national event. There are many duties in the Ground Self-Defense Force. Only Protecting is not work.

1. Normal department
   Perform ground combat, and add an end to a strategy battle; play an important role.
2. A Medical corps
   They treat the patient.
   They do health care or the quarantine inspection of the military unit.
   An open battle extra subject
   They concentrate a large quantity of heat everywhere at any time as a heat combat troop and gain control of the area that is a wide area.
3. The munitions
   They supply food and the munitions. In addition, they do water supply and the washing.
4. A high-angle extra subject
   A high-angle extra subject corps is anti-air warfare corps. They shoot for planes.
5. Accounts department
   They do the accounts duties such as a budget, a fund, a salary, the supply.
6. Weapon department
   They supply a weapon here.
7. An armored course
   There are a tank corps and reconnaissance corps.
8. Aviation department
   They support a ground troop with various helicopters.
9. Police affairs department
   They do maintenance of the order in the department such as guard, the traffic regulation of the road, prevention of the violation of rules of the member, the crime investigation.
10. Communication department
    Equipment parts and performs photography handling of photograph / movie.
11. Music department
    It becomes exalted for the morale of the member through a music performance.
12. A chemical course
    With various chemical equipment parts, they spy upon a polluted area with radioactive material and do the decontamination such as the polluted staff / equipage.

• The Marine Self Defense Force

Japan is an island among the seas in all sides. This means that menaces for our country always come via the sea. Poor our country depends on resources for the most of the environmental conditions for existence of the nation abroad, and it is progressed by the transportation by the sea which more than the 90% spread through all over the world. The Marine Self Defense Force defends our country for aggression from the sea on the basis of such a geographical economic characteristic. In addition, the safe security to tCombination with the United States Armed Forceshe sea around Japan is one of the duties, too.

Marine defense;The Marine Self Defense Force holds planes such as about 200 for about 130 war vessels for strategies, strategies for the security of defense and the traffic on the seas of the peripheral sea area.

Yasuo Fukuda - Prime Minister

Veteran politician Yasuo Fukuda(福田康夫) - who has been elected as leader of Japan's ruling Liberal Democratic Party - is seen by many lawmakers as a reliable leader who could calm the storm caused by outgoing Prime Minister Shinzo Abe's year in office. 

The 71-year-old is a member of the political elite - his father was Prime Minister Takeo Fukuda.

A party elder with broad support, Mr Fukuda served as chief cabinet secretary - the top government spokesman - under Mr Abe's predecessor Junichiro Koizumi.

He was seen as a key contender to replace him in September 2006 but chose not to run, citing his age.

When he announced his candidacy for this leadership race, major ruling party factions came out in support of him.

'Deep wounds'

Mr Fukuda is seen as a foreign policy dove who eschews Mr Abe's more ambitious policies, such as revising Japan's pacifist constitution to facilitate military deployments overseas.

He has emphasised the need for cordial ties with China and promised not to visit the contentious Yasukuni shrine, which Japan's neighbours see as a symbol of the country's past militarism.

He has also hinted at a more flexible stance towards North Korea to resolve a row over Japanese nationals abducted by Pyongyang in the late 1970s and early 1980s.

But Mr Fukuda is in favour of continuing Japan's naval mission in the Indian Ocean to refuel warships supporting the war in Afghanistan.

He says that an extension to an anti-terrorism law that permits the mission could as a last resort be forced through parliament despite opposition control of the upper house.

In terms of domestic issues, Mr Fukuda has promised to renew debate on whether a woman could ascend the imperial throne.

And he has spoken of the need to mend trust in government, dented by the mishaps of Mr Abe and his Cabinet.

"We must attend to the deep wounds that our party has suffered," he said. "Our policies going forward must reflect our apologies."

Deficit-covering debut

Japan’s outstanding goverment bonds have been increasing year after year. The outstanding government bonds are estimated to rise to ¥547 trillion at the end of FY2007,which amounts to 10 times as large as Japan’s annual tax revenues and will surely impose heavy burdens on future generations.

Tax reform

The Murayama tax reform was reductions of the income tax and 3% to 5% the
changing from the consumption. And the distribution standard of the consumption transfer tax to local governments was changed to based upon retail consumption from  population and number of employees.The purpose of this paper is to analyze the economic effect of the Japanese tax reform by the Applied General Equilibrium model. As a result, the Murayama tax reform barely improves the social welfare. However, the degree of the improvement is very small.

GDP
Japan's long-term economic prospects are considered good, and it has largely recovered from its worst period of economic stagnation since World War II. Real GDP in Japan grew at an average of roughly 1% yearly in the 1990s, compared to growth in the 1980s of about 4% per year. The Japanese economy is now in its longest postwar expansion after more than a decade of stagnation. Real growth in 2005 was 2.7% and was 2.2% in 2006.

Public investment

Generally speaking, the growth in cities which proceeds alomgside economic development is said to result from the 'urbanization economy'. To concentrate industry in urban areas is therefore seen as an effective means of accelerating economic growth. However, since this strategy usually tends to widen any gap in regional development, many governments have been obliged to introduce regional development programs in order to narrow such gaps. By contrast, Japanese governments of the 1960s pursued a regional policy which gave priority to the acceleration of economic growth. They concentrated public investment on the further development of existing coastal industrial areas in order to construct a belt of industrial zones connecting metropolitan areas. The first aim of this paper is to consider the reasons behind this policy.

                                  Sonomanma Higashi Wins Miyazaki Governor Race

  Takeshi’s second advisor, Sonomanma Higashi won the gubernatorial race in Miyazaki Prefecture to become the latest addition to Japan's comedian turned politicians following ex-Osaka Gov. Knock Yokoyama, ex-Tokyo Gov. Yukio Aoshima. Higashi will take over the post left vacant by the former Gov. Tadahiro Ando who was arrested for an alleged bid-rigging.
After being involved with some scandals, he got in the prestigious Waseda Univ. to learn politics.

                                       

After winning the post Jan. 21, the former TV entertainer emphasized to reporters the importance of creating an organization that will fulfill his election pledges. "The true value of Miyazaki Prefecture will be tested through (our work to) restore confidence," Higashi, 49, said. He also said he will use his legal name, Hideo Higashikokubaru, while performing his duties.

Higashi hinted he may handpick someone from the private sector as vice governor but did not elaborate. He also tried to dispel public concern over his ability, as a political rookie, to pursue policies through negotiations with assembly members.

Higashi received 266,807 votes to easily out-distance former Forestry Agency Director General Hidesaburo Kawamura, 57, who got 195,124 votes, and three other contenders.

Meanwhile, police served a fresh arrest warrant Jan. 22 against former Gov. Tadahiro Ando for taking bribes. Ando allegedly received about 30 million yen from a building design company that received an order through bid-rigging, police sources said. Police will also arrest Shizuo Ishikawa, a 68-year-old former aide to a Diet member, as Ando's accomplice, and Yoshifumi Nihongi, 56, the former president of Yamato Engineering Inc., the Tokyo-based design company, for allegedly making the bribes, the sources said. Miyazaki Gov. Hideo Higashikokubaru， a comedian-turned-rookie-politician， waded into a political minefield Wednesday， claiming it was hard to confirm as historical fact that the wartime Japanese military coerced women across Asia into frontline brothels.
